What temperature do I need to shrink it?

It starts shrinking around 70C and fully recovers near 110C. A standard heat gun does the job; the adhesive lining melts and seals as it shrinks. Heat it evenly so the glue flows out and forms a waterproof bond.

Will it hold up outdoors and in heat?

Yes. The polyolefin tubing works from -45C to 125C and the adhesive lining keeps water out. It also rates 15kV/mm dielectric strength for solid insulation. That makes it suitable for wire harnesses exposed to weather.
